I am being pressed from Hankow to authorize immediate signature of redemption loan agreement and to arrange for immodiato payment of first instalmont. Will you please signify at once approval asked for yesterday and state whether payment can be made on September 6th in New York and if not what is earliest possible date. Please state also what would be

earliest convenient date for Crown Agents to pay

balance of loan of one million one hundred thousand pounds sterling. The signature of the agreement is of immediate importance as giving preference inter alia to British capital, engineers and material for Hupeh section of line to Szechuan for which Gormans have made favourable tenders, and the immediate pay- ment of money at New York is of importance as otherwise it is feared that redemption agreement will be can-
